President Trump has continued to sign scores of executive orders since his inauguration over a month ago. These orders broadly set the policy of the executive branch and direct federal employees on how they are to work under the Trump Administration.
Below, is a summary of President Trump’s most recent executive actions:
Abortion
“Enforcing the Hyde Amendment” – ends taxpayer funding of abortions and revokes Biden-era executive orders to the contrary. One Biden-era Order, signed after the Supreme Court overturned Roe v. Wade, 410 U.S. 113 (1973), directed federal agencies to send money to “reproductive services” that permitted abortion. Another Biden-era Order attempted to ensure individual access to abortion and support abortion clinics across the country. President Trump tasked the Office of Management and Budget with enforcing this directive.
Border Security and Immigration
“Expanding Migrant Operations Center at Naval Station Guantanamo Bay to Full Capacity” – provides the Secretary of Defense and the Secretary of Homeland Security with authority to expand the Migrant Operations Center at Naval Station Guantanamo Bay to detain high-priority illegal aliens who entered the United States unlawfully.
“Progress on the Situation at our Northern Border” – cites authority vested in the International Emergency Economic Powers Act, the National Emergencies Act, and the Trade Act of 1974 to impose tariffs on Canadian goods. The Administration’s Order responds to Canada’s failure to stop drug trafficking and illegal immigration through America’s northern border. Canada has since taken steps to address the issues, and, as such, the President announced that he will delay the tariffs until March 4, 2025.
“Progress on the Situation at our Southern Border” – addresses Mexico’s failure to stem drug trafficking and illegal immigration into the United States. President Trump previously planned to impose a twenty-five percent tariff on Mexican imports. That said, since the Order was issued, Mexico has agreed to cooperate with the Administration. President Trump then postponed the tariffs until March 4, 2025. If Mexico’s efforts are insufficient, the tariffs will be re-imposed.
Disaster Response
“Emergency Measures to Provide Water Resources in California and Improve Disaster Response in Certain Areas” – provides federal support for water resources and disaster recovery to address wildfires in Southern California. Federal agencies will review the allocation of funds for California’s disaster response, mandate housing aid, debris removal, the override of regulations that prevent the effectiveness of firefighters, and increased water delivery. The Order also gives aid to those affected by Hurricane Helene in North Caroline by expediting road repairs and housing aid for families.
The Economy
“A Plan for Establishing a United States Sovereign Wealth Fund” – directs the Secretaries of Treasury and Commerce to develop a plan to create a sovereign wealth fund to empower the U.S. economy, reduce taxes, and promote financial security.
“Limiting Lame-Duck Collective Bargaining Agreements that Improperly Attempt to Constrain the New President” – bars federal agencies from imposing collective bargaining agreements (CBAs) in the last thirty days before a new administration takes office. The Administration argues that these CBAs weaken a new president’s authority and unjustly extend the policies of the previous administration.
“Removing Barriers to American Leadership in Artificial Intelligence” – removes “red tape policies” that have hindered AI development and requires government officials to create an AI action plan within the next 180 days. Current AI-related regulations will be reviewed and revised if needed, including Executive Order 14110 which slowed the development of AI through regulation. The Order aims to ensure America continues to lead the world in AI, promoting economic growth and national security.
“Strengthening American Leadership in Digital Financial Technology” – advances American leadership in digital and financial assets and technology. The Order ensures equal access to banking, prohibits the creation and use of central bank digital currencies (CBDCs), builds a national stockpile of seized cryptocurrencies, and enhances blockchain innovation. It also revokes previous regulations on digital assets and replaces them with a Working Group on Digital Asset Markets. The Order directs federal agencies to review current digital asset policies and make modifications as needed.
Education
“Expanding Educational Freedom and Opportunity for Families” – addresses low student performance in public schools and the financial burden on parents seeking better education for their children. The Order aims to give parents more choices in their child’s education and commands federal agencies to fund additional K-12 educational programs including private schools for low-income families, military families, and students in the Bureau of Indian Education Schools.
Ending DEI
“Ending Radical Indoctrination in K-12 Schooling” – aims to remove gender ideology and “discriminatory” equity ideology from public K-12 schools. Public schools found promoting gender ideology or equity ideology may lose federal funding. The Order also allows legal action against school staff who help a student transition without parental consent, including the disclosure of preferred pronouns to parents. It also reinstates the 1776 Commission to encourage patriotic education focusing on America’s history and founding principles.

“Keeping Men Out of Women’s Sports” – keeps biological men out of women’s sports to ensure “safety, fairness, dignity, and truth” for female athletes. Federal funding will be pulled from academic institutions that fail to abide by the Order. The NCAA board of governors has already stated that they will work to comply with President Trump’s order.
“Protecting Children from Chemical and Surgical Mutilation” – bans federal funding for chemical and surgical gender transition procedures for minors. It prohibits agencies, including TRICARE (health insurance provided by the Department of Defense) and Federal Employee Health Benefits (FEHB), from relying on World Professional Association for Transgender Health (WPATH) policies. Agencies must report on progress within the first sixty days of this Order. DOJ is required to enforce laws against these practices and impose legal action for those affected.
Foreign Policy
“Designation of Ansar Allah as a Foreign Terrorist Organization” – designates the Houthis as a Foreign Terrorist Organization. The Houthis, a group tied to the Iranian IRGC-Quds Force, have repeatedly attacked U.S. Navy ships, commercial ships, and the ships of many U.S. allies.
“Imposing Duties to Address the Synthetic Opioid Supply Chain in the People’s Republic of China” – President Trump declares a national emergency to address the flow of synthetic opioids into the United States, which he blames on the Chinese government and transnational drug trafficking organizations. This executive order imposes an additional ten percent tariff on Chinese imports into the United States. Certain federal agencies will be responsible for monitoring the conditions of the opioid epidemic, specifically the actions China takes to curb them. The Order states that the Administration will impose further tariffs if China attempts to retaliate with its own measures against the U.S.
“National Security Presidential Memorandum/NSPM-2” – aims to prevent Iran from acquiring nuclear weapons, counter its support of international terrorism, and weaken its ballistic missile program. The Order imposes sanctions on the Iranian economy and seeks to isolate the regime.
“Withdrawing the United States from and Ending Funding to Certain United Nations Organizations and Reviewing United States Support to All International Organizations” – rescinds American funding to certain U.N. organizations, including the U.N. Human Rights Council and the U.N. Relief and Works Agency (UNRWA). It also initiates a broad review of America’s participation in, and funding of, international organizations to ensure they are aligned with the interests of America and our allies.
Government Efficiency and Accountability
“Council to Assess the Federal Emergency Management Agency” – commands the Federal Emergency Management Agency (FEMA) Review Council to investigate FEMA’s political bias, priorities, and efficiency. The Review Council will compare FEMA’s disaster response to state and private efforts in order to improve FEMA’s effectiveness.
“Unleashing Prosperity Through Deregulation” – requires regulatory agencies to eliminate at least ten existing regulations for every one new regulation. The Order seeks to reduce regulatory burdens, lower compliance costs, make the government more efficient, and increase economic growth. Agencies are responsible for ensuring that the cost of new regulations is below zero, which will be overseen by the Office of Management and Budget. Regulations related to national security or agency management are exempt from this rule.
Justice and Civil Liberties
“Additional Measures to Combat Anti-Semitism” – reinforces other executive orders intended to combat antisemitism. Federal agencies are commanded to use legal action to stop antisemitic harassment and violence, especially regarding cases that stem from the October 7th Hamas attacks against Israel. Agencies are required to file reports citing civil rights violations for cases related to campus antisemitism to ensure institutions are held accountable.
The Military
“Prioritizing Military Excellence and Readiness” – commands the U.S. military to focus on readiness, fitness, unit closeness, and prohibition of gender identity inconsistent with biological sex. Gender-based pronouns will no longer be used. The Order also separates male and female sleeping/bathing arrangements in the military. It also revokes several Biden-era executive orders to the contrary.
“Reinstating Service Members Discharged Under the Military’s Covid-19 Vaccination Mandate” – reinstates discharged service members who refused to take the mandated COVID-19 vaccine with their full rank, back pay, and benefits. Those who voluntarily left the service to avoid the vaccine mandate are permitted to return to service with no penalty. The Departments of Defense and Homeland Security must report to the President with progress within sixty days.
“Restoring America’s Fighting Force” – prohibits the use of race and sex-based discrimination and bans the use of Diversity, Equity, and Inclusion (DEI) initiatives in the nation’s Armed Forces and in the Department of Defense.
“The Iron Dome for America” – directs the Secretary of Defense to develop an “Iron Dome” missile defense system for the United States, modeled on Israel’s “Iron Dome” system. The Order also seeks to enhance cooperation with U.S. allies to improve American missile defense technology. The Secretary must submit a plan to implement such a system within 60 days of the Order’s release.
Miscellaneous
“Celebrating America’s 250th Birthday” – establishes the creation of Task Force 250 to plan a celebration for the 250th anniversary of American Independence in 2026. The Order also reinstates previous efforts to construct a National Garden of American Heroes and to protect national monuments from vandalism. Federal agencies are required to submit their plans for the celebration by March 2025.
“Declassification of Records Concerning the Assassinations of President John F. Kennedy, Senator Robert F. Kennedy, and the Reverend Dr. Martin Luther King, Jr.” – calls for the full release of records of the assassinations of John F. Kennedy, Robert F. Kennedy, and Martin Luther King Jr. Within fifteen days, there must be a plan to disclose the JFK records, and within forty-five days, there must be a plan to disclose the RFK and MLK records.
“Immediate Assessment of Aviation Safety” – Following the plane crash near Ronald Reagan Washington National Airport on January 29, 2025, President Trump signed an executive order calling for the immediate assessment of the Federal Aviation Administration (FAA). The Order prioritizes merit-based hiring and does away with practices designed to promote “diversity equity and inclusion.” The Order initiates a comprehensive review of hiring decisions and safety protocols to restore FAA competency and aviation safety standards.
“National Day of Remembrance of the 80th Anniversary of the Liberation of Auschwitz, 2025” – proclaims January 27, 2025, to be a National Day of Remembrance for victims of the Holocaust and those who fought for liberation from Auschwitz. The Order aims to acknowledge the suffering caused by the Nazis, reinforce America’s promise to fight antisemitism, honor the state of Israel, and educate Americans about these tragedies.
